As processes change and fields are no longer needed, the ability to lock the content of old records is required while for new records existing fields should be able to be changed, descriptions modified, and even deleted without impacting previous records.

I need this, too. I think the upcoming conditional permissions mentioned by Jon Darbyshire in the last update webinar will cover this, but I'm upvoting anyway.
