"Lock View" does not really lock views

A Solution manager can disable the toolbar-row and lock the view to prevent the users to change the appearance of public views by changing groupings, filters, visible columns etc.
But users can curcumvent this limitation by just clicking on the three dots of the table head and chose one of the (prohibited) options for this colum like "group by ths field. it even makes the hidden toolbar reappear. This renders the locking of the view pointless.
The three-dot menu on in tableheads should be locked in locked views.
