Here is an example of the design that we are considering for this new feature.

The first image shows that we would add an option to the "..." menu that would allow the toolbar row to be shown or hidden. This would be treated as a report property and the value would be saved when the report is saved.

The default state would be enabled for all reports.

The second image shows how the page would look if when the toolbar is in a hidden state.
