Enhance Help Text Options

For some of our fields, 200 characters ends up being much too short of a limit. I would like to see this expanded to 255+ to accommodate longer descriptions.

I would also like to have the ability to select basic rich text options like bold and underline.

The help text limit was increased to 700 characters and the text itself now supports rich text.

As an alternative, if we could simply embed a hyperlink that we could provide in the help text that the user could click on to take them to a more extensive help text document that would also work.
